Role overview
Objective To define the future direction, strategy and priorities of ZPCS pertaining to the reintegration of released inmates in line with the organization’s mandate. Purpose To ensure that Zimbabwe Prisons and Correctional Service develop a reintegration strategic plan to match the present work context and challenges of the future while pursuing a strategic engagement to achieve its stated objectives. The proposed consultancy will support the development of reintegration strategic plan for ZPCS by facilitating an in-depth assessment, broad stakeholder consultation and environmental analysis to identify key strategic objectives for ZPCS, as well approaches to achieve them. Working closely with the ZPCS selected taskforce VSO and any person assigned by ZPCS to enable this process to be realized. To facilitate internal as well as a multi-stakeholder workshop and consultation processes as required. The consultant will be expected to provide the following service: i. Familiarization with the history, vision and mission, mandate and recent work of ZPCS ii. Have some knowledge on the ZPCS Bill so that the strategy aligns with ZPCS policies and action plans. iii. Assess/analyze ZPCS’s internal environment as well as review existing relevant materials iv. Conduct a PESTEL or macro environmental analysis to include ZPCS’s environment and stakeholders and evaluation of stakeholder input v. Overview of the strengths/ weaknesses/ opportunities and threats of the strategy, synthesis of results and identify strategic opportunities vi. Review the organizational processes and decision making structure to recommend required changes to improve effectiveness in the reintegration process vii. Analyse key strategic objectives, operational approaches, risks, mitigation measures and high-level indicators for success. viii. Facilitate a 2 day workshop with ZPCS selected taskforce members, staff and identified stakeholders to prioritize strategic directions ix. Support the ZPCS in designing appropriate strategy using the Theory of Change model to best align with identified strategic priorities x. Ensure that the approaches to mainstreaming child protection efforts xi. Recommend a Resource mobilization plan for creative innovative approaches for organizational financial sustainability |
Skills, qualifications and experience required
The following qualifications are required by the consultant: University Degree in Social Sciences and other related field Master Degree will be an added advantage Minimum of 5-10 years’ experience in strategic planning within a Non-governmental context and Government departments Proven excellent communication and facilitation skills; Highly motivated and committed to the values of transparency and integrity. Excellent skills in presenting complex technical information in an easily comprehensible way. Adaptability and flexibility in working within complex and dynamic environment |
